Time Striping Inc. is the largest full service traffic control company in Arkansas with offices in Van Buren and Little Rock.
Our History
Founded in 1977, Time Striping, Inc. is a trusted road construction subcontractor based in Van Buren, Arkansas, with additional operations in Little Rock. We specialize in a full range of pavement markings, traffic control services, and custom signage. Our in-house sign shop produces everything from roadway signs to vehicle wraps, serving clients across Arkansas and neighboring states. Today, Time Striping employs over 150 team members and works across Arkansas, Oklahoma, Texas, Missouri, Mississippi, Louisiana, Kansas, and Tennessee.
Our story began when Neal Moon and Harold Townsend opened Time Monuments, a monument and sandblasting business. As the company evolved through the early 1980s into Time Sandblasting, it took on more federal contracts and gradually shifted its focus toward roadway safety. In 1988, the business officially became Time Striping, Inc., specializing in traffic control and pavement marking.

In 2012, following the retirement of the founders, ownership transitioned to the next generation—Cindy Williams and John Townsend—who continue to lead the company with a commitment to safety, quality, and growth. The third generation is already learning the family business, ensuring that the company’s legacy remains strong.
Under new leadership, Time Striping became a certified Disadvantaged Business Enterprise (DBE) through the U.S. Department of Transportation. This certification promotes equal opportunities for women- and minority-owned businesses in federally funded contracts and has played a key role in our expansion. Since becoming DBE-certified in Arkansas—and later in Oklahoma, Texas, Kansas, Tennessee, Missouri, Mississippi, and Louisiana—our team has nearly doubled in size.
Though there are several subcontractors in our space, we strive to set ourselves apart through superior craftsmanship, dependable service, and long-standing relationships with our employees and contractor partners. Time Striping is proud to be an active member of industry organizations such as the Association of General Contractors of Arkansas, Arkansas Asphalt Pavement Association, American Traffic Safety Services Association, Tennessee Road Builders Association, and Women of Asphalt.
